An example of this is that, on September 19, 2025, President Trump issued a proclamation requiring that new H-1B petitions filed from 12:01 a.m. EDT on September 21, 2025 include a mandatory payment of USD 100,000.

This payment is supplemental to normal USCIS fees; the rule mainly applies to new beneficiaries who were not already under a valid H-1B at the time of the change. The rule is expected to last 12 months, that is, until September 21, 2026, unless extended.
